Thank you to all the communities, volunteers, partners and stakeholders who have supported the WinterLights Celebrations program since its inception in 2001.
For some time we (the Board of Directors) have been speaking with a variety of stakeholders about how best to deliver the Communities in Bloom program as one, year round program to focus on expanded participation overall.
It is in the spirit of achieving that objective that the WinterLights Celebrations (WLC) Program has undergone a thorough strategic review over the last 24 months. As a result, the decision has been made to discontinue the delivery of the WinterLights Celebrations competition after the 2009/10 season, and to incorporate some of WLC’s core elements into the overall CiB program. This is reflected in the national edition Communities in Bloom evaluation form for 2010.
The WinterLights Celebrations Trademark (property of Communities in Bloom) and branding remains available to communities who wish to use them in the scope of their local winter programming and initiatives, within the context of the WLC/CiB principles, as determined by the programs’ criteria.

A new “WinterLife” component will be established for the 2011 edition of Communities in Bloom, and the potential for future educational conferences on winter community initiatives will be explored. It is foreseen that a winter-related symposium will be held every second year in the National Capital, in conjunction with Winterlude, as of 2012.
The WinterLights Celebrations program remains available to communities that wish to showcase winter initiatives in the scope of their participation in the Communities in Bloom program.
